    After joining the Ministry of Internal Affairs and Communications, Chie Fukushima has worked on various ICT matters,
    including cybersecurity, broadcasting technology and international satellite frequency coordination. She is currently Seconded to Cabinet Office, and is responsible for SIP-adus.

    Since joined the Ministry of Land, Infrastructure, Transport, and Tourism (MLIT) in 1998, have served for various policy domains such as national transport planning, efficient logistics, transport-related environmental issues, port development and privatization of public infrastructure. Also, engaged in international transport issues and official development assistance in various countries. After experienced a manager level position at one of the major logistics companies in Japan, and tackled in local transport issues as the Deputy Mayor of a municipal government, joined the newly established Digital Agency in September 2020.

    Director of Traffic Enforcement Division at Aichi Prefectural Police Headquarters;
    Assistant Director for ITS of Traffic Planning Division at NPA.(2008-2010, 2012-2014)

    Shinji Ide

    He joined Ministry of Internal Affairs and Communications (MIC) in 2001. From 2001 to 2006, he has engaged in planning and implementing technology policy on ubiquitous network and the Internet. From 2006 to 2008, he has been sent to the U.S. and got a Master Degree in Public Management at Georgetown University. After he returned to MIC, he has worked in planning technology policy and promoting standardization of mobile communication system (4G) and Intelligent Transport System (ITS) at the Mobile Communication Division. From 2010 to 2013, he has served as the First Secretary at the Permanent Mission of Japan in Geneva, and covered the ITU-related matters and other telecommunications policy issues. From 2013, he has engaged in planning and implementing ICT technology policy, including international standardization and human resource development, at the International Strategy Bureau. Since 2021, he has been serving at the current position.

    Shigekazu Fukunaga

    Shigekazu Fukunaga joined Ministry of Economy, Trade and Industry (METI) in 2002 and has worked for various policy domains such as energy, standard and conformance, and creative industry in METI. He also worked as commercial counselor of Embassy of Japan in China. In July 2021, he was appointed as Director of ITS and Automated Driving Promotion Office in METI and also Sub-Leader for SIP-adus in Cabinet Office. He holds the Master’s degree in Environmental Studies from the University of Tokyo and the Master's degree in Public Administration from the Harvard Kennedy School.

    Koichi Sakai

    Mr. Koichi Sakai is Director of Intelligent Transport Systems (ITS) Policy and Program Office, Road Bureau, Ministry of Land, Infrastructure, Transport and Tourism (MLIT) from April 2021. He joined the Ministry of Construction (currently MLIT) in 1998. He was a Senior Researcher, ITS Division, National Institute for Land and Infrastructure Management, MLIT from 2008 to 2014. He was dispatched to Directorate General for Communications Networks, Content and Technology, the European Commission from October 2012 to March 2013. He was an Associate Professor at the Advanced Mobility Research Center (ITS Center), Institute of Industrial Science, the University of Tokyo from 2016 to 2019. He has around ten years of experience in the field of research and development of V2I communication systems in expressways, international collaborative activities of ITS, automated driving, and so on.

    After working as the Director, Recall control office, Road Transport Bureau, he has been working as Director, Policy planning office for Automated Driving Technology, Road Transport Bureau since July 2020.
